Hmmm... okay. Kinda seems weird to me to preemptively mark something as Rev 1 because there's "almost certainly" an undumped original (I'm already getting Mario Party 8 PTSD). The reasoning is at least there, though... I think.

If I'm not mistaken all the ps1 Japan samples are physically the same as retail releases just with an additional "sample" stamped on them. It would be far be most likely be inaccurate to presume theyre betas.

Even for playstation series "Promo" (pal), only one non-retail build dump has been discovered.

Yes, as user7 stated, this has been the case for every one I've seen.  It is not a "sample" or "demo" in the traditional sense of the word.  For PS1 (and some other sony systems), 'sample' or 'sample * loaned' is marked on the disc, but it is effectively a retail standard release with slight modification.  Many of them have NFS stickers on the back, that cover the normal retail barcodes. 

I suppose it is theoretically possible that one is out there that is different, but in this particular sort of niche situation, I have not seen that to be the case.

I can confirm that PlayStation games in Asia, bought new in-person sealed retail from a reputable store, can have "SAMPLE * LOANED" stamped on the disc despite all packaging and labels looking identical to normal retail copies. I can only assume that this is because they are selling excess first-print discs originally meant as promos/samples for reviewers/testers/stores/etc. That, by definition, makes them the "original" revision of a retail game.
