Can things without redump or ring info be in database?

Because there are some discs that will probably never be dumped again.

I don't know who you'd have to bug to get them added though...

Do you mean those many group release dumps?

I am assuming you do mean it, right?

Dumps without any ring info whatsoever makes up about 90% of the PlayStation 1 list due to the dark CD backs (you need a flashlight to be able to read them).

I think there's a difference between the proper PSX dumps provided by the dumpers and the random scene isos.

I gather redump doesn't subscribe to the "bad dump is better than no dump" line of thinking?

No dump is better than bad or fake dump.

There is no reasoning of any kind for the other that makes sense for preservation.
