When should I add a pregap to audio track?

Falcata didn't need this process.

But BioHazard 2 needed this process.

What is both difference?

BioHazard only has 2 tracks:1st data; 2nd audio
EAC would not detect a Track 01->Track 02 gap with such layout
it's a bug
